1. Create a new document. Make it around 300 x 300 px.
2. Change the background color (if needed) to pure white #FFFFFF and add
noise using the following values:
- Amount: 30%
- Gaussian
- Monochromatic
3. Use the Radial Blur feature with 30, Spin and Good or Best.
4. Using the ellipse tool, make a white #FFFFFF circle which is about
50 px smaller (in every direction) than your document.
5. Put your background layer in top of the ellipse and with a right click
on the background layer you can choose cut mask and reduce the opacity
of the grey layer till you have a good result.
The result should look like this:

6. Draw a few (7-8) (copy+paste) triangles in various grey tones and even
one or two white ones (The triangles should be bigger (longer) than the
circle).
7. Rotate the triangles and put one corner of each triangle to the middle
of your circle.
8. Select all triangle layers and create a cut mask.
9. With one triangle selected choose gausian blur with a radius from ~15-20
px.
Repeat this for every triangle.
10. Change the bending mode of the grey triangles to multiply and reduce
the opacity.
Your picture should look like that:

11. Add a layer style to your white circle with following setting:
- Outer glow with:
- Blend Mode: normal
- Opacity: 31%
- Color: #000000;
- Size: 6 px
- Bevel and Emboss:
- Style: Inner Bevel
- Technique: Chisel Hard
- Depth: 32%
- Size: 1 px
The final result should look like this:
